Established in 1979 , Hanoi Law University (HLU) has spent
over four decades establishing itself as the premier institution for legal
training in Vietnam. Today, the University is embarking on a transformative
journey to become a research-oriented university and a leading legal science

HLU identifies scientific research as one of its three
fundamental pillars. The University leverages its leading capacity in legal
science to focus on:

Theory & Policy Evaluation: Driving high-quality research in legal
criticism and the assessment of existing legislation.
- Institutional
& Judicial Reform: Prioritizing fundamental research on the
rule-of-law state, judicial reform, and the socialist-oriented market
economy.
- National
Policy Support: Providing critical theoretical foundations and specialized
legal arguments to support the Ministry of Justice and national law-making
efforts.
- Future-Ready
Legislation: Addressing the legal challenges of the Fourth Industrial
Revolution and fostering international integration.
Strategic Excellence: 2025–2030 Targets
To achieve its vision, HLU has set rigorous benchmarks for
academic output and professional standards:
- Global
Publication: The University aims to publish at least 100 articles annually
in prestigious international journals by 2030.
- Academic
Contribution: 100% of lecturers are required to publish at least one
scientific article annually in reputable journals.
- Elite
Research Groups: HLU is fostering specialized research teams capable of
leading academic "schools of thought" on both a national and
international level.
- Standardized
Journaling: The "Luat hoc" Journal is being upgraded to meet
international standards, with a target to join the ASEAN Citation Index
(ACI).
