On the morning of 6 August 2026, Hanoi Law University (HLU) warmly welcomed and held a working session with a high-level delegation from Nagoya University of Economics (NUE), Japan. The meeting not only further strengthened the friendship and meaningful exchanges between the two universities but also focused on strategic discussions aimed at elevating the partnership in the years ahead.
Overview of the working session
The delegation from Nagoya University of Economics was headed by Professor Haruo Saburi, President of NUE, and included senior representatives: Professor Noriji Sakakura, Director of the Center for International Affairs; Professor Katsuya Ichihashi, Specially Appointed Professor; and Professor Kumi Kanamura.
Representing Hanoi Law University, the meeting was attended by Assoc. Prof. Dr. Nguyen Van Quang, Vice President; Assoc. Prof. Dr. Phan Thi Lan Huong, Head of the Department of International Cooperation; Dr. Nguyen Trieu Duong, Head of the Department of Undergraduate Education; Assoc. Prof. Dr. Nguyen Van Huong, Deputy Head of the Department of Postgraduate Education; and Dr. Dao Phuong Thanh, Deputy Head of the Department of Science and Technology.
Hanoi Law University and Nagoya University of Economics have maintained a strong foundation of cooperation since the two universities officially signed a Cooperation Agreement and a Memorandum of Understanding on student exchange in August 2020.

The meeting highlighted that academic exchange activities between the two universities have been actively and effectively implemented since 2020. Each year, one to two HLU students have been selected to participate in the Student Exchange Programme at NUE, with study periods ranging from one to two semesters. As of July 2026, NUE has successfully welcomed eight HLU students for exchange programmes and one HLU student for a Master's degree programme. Most recently, in July 2026, NUE successfully organised a special summer course exclusively for HLU students.
The meeting was particularly meaningful as Professor Haruo Saburi, President of NUE, was formerly the academic supervisor of Mr. Le Thanh Long, former Deputy Prime Minister of the Government of Vietnam and former Minister of Justice. This connection highlights Professor Saburi's longstanding and special ties with Vietnam's justice sector and legal education.
Building on this strong foundation of cooperation, the main focus of the meeting was a detailed discussion and exchange on the plan to jointly implement a Double Degree Program. This initiative is considered a significant step forward, with the potential to provide students with an international-standard learning environment and the opportunity to obtain degrees from both prestigious higher education institutions, thereby enhancing their competitiveness in the global labour market.

The visit of Professor Haruo Saburi and the delegation further reaffirmed Hanoi Law University's strong commitment to advancing the internationalisation of education, expanding its global network of institutional partners, and providing students with meaningful and practical educational opportunities.
