On the afternoon of September 23, 2026, Hanoi Law University welcomed a delegation of experts from the German Foundation for International Legal Cooperation (IRZ) for a courtesy meeting and organized a specialized talk entitled “Introduction to Juvenile Justice Law,” delivered by Dr. Bettina Kirschke.

Overview of the meeting

Attending the meeting on behalf of Hanoi Law University were Assoc. Prof. Dr. Nguyen Van Quang, Vice Rector, and Assoc. Prof. Dr. Do Thi Phuong, Vice Dean of the Faculty of Criminal Law.

The delegation of experts from the Federal Republic of Germany included Dr. Bettina Kirschke, Criminal Judge at the Amtsgericht Tiergarten, Berlin; Ms. Friederike Franziska Bartl, Judge specializing in juvenile criminal law at the Tiergarten District Court; Ms. Sophie Bokel, IRZ Representative responsible for Vietnam and Ukraine; and Ms. Nguyen Quynh Hoa, IRZ Representative in Vietnam.

Speaking at the meeting, on behalf of the University’s leadership, Assoc. Prof. Dr. Nguyen Van Quang warmly welcomed the IRZ experts and expressed his sincere appreciation for their time and visit to Hanoi Law University.

The Vice Rector highly appreciated IRZ’s interest in and effective cooperation with the University in recent years. In particular, talks delivered by IRZ experts on current legal issues have consistently attracted considerable interest from the University’s lecturers and students. A notable example was the talk on “Administrative Law in Serving Citizens and Businesses” held in May 2026.

Assoc. Prof. Dr. Nguyen Van Quang also expressed the University’s wish to further strengthen bilateral exchanges and cooperation in education and academic research, thereby promoting effective and sustainable international cooperation between the two sides.

Following the courtesy meeting, Dr. Bettina Kirschke delivered a specialized presentation and talk with lecturers and students of Hanoi Law University on “Introduction to Juvenile Justice Law.”

Under the coordination of the leadership of the Faculty of Criminal Law, the event provided participants with valuable legal information and created a lively academic forum for lecturers and students to exchange ideas and gain new and practical knowledge from the perspective and professional experience of a German legal expert.

The meeting and specialized talk were successfully concluded, further demonstrating Hanoi Law University’s commitment to international integration and contributing to strengthening the strong academic cooperation between the University and the German Foundation for International Legal Cooperation (IRZ).
