| Read the article |From June 8 to 11, 2026, a delegation from Hanoi Law University (HLU), led by Vice Rector Assoc. Prof. Dr. Nguyen Van Quang, visited and worked with the National University of Management, and signed a Memorandum of Understanding (MOU) with the Royal University of Law and Economics in the Kingdom of Cambodia.
The National University of Management (NUM) in the Kingdom of Cambodia is one of the leading, long-established, and prestigious public universities in the capital, Phnom Penh. Founded in 1983, NUM plays a pioneering role in training high-quality human resources in the fields of economics, business administration, finance and banking, commercial law, and information technology. In 2025, the two sides signed a cooperation agreement, and HLU successfully organized a short-term course program for NUM students.

Attending the meeting were Prof. Hor Peng – Rector, and Vice Rectors Assoc. Prof. Sim Sovicha, Dr. Han Davin, and Mr. Nou Setha of the National University of Management of the Kingdom of Cambodia. Prof. Hor Peng expressed his pleasure in welcoming the delegation to visit and work at the University. On behalf of NUM, Prof. Hor Peng stated that the University is eager to cooperate with HLU in legal research and training, especially in international law, and to coordinate in organizing international moot court competitions for students.
With a strong internationalization orientation, the university not only teaches in both Khmer and English but also actively expands global cooperation through student exchange programs, scientific research, and joint training with many prestigious partners in Asia, Europe, and the Americas. Thanks to its modern curriculum, which emphasizes practical skills and entrepreneurial thinking, NUM is always a top destination for Cambodian students and a reliable partner for international organizations in the region.
On behalf of the delegation, Assoc. Prof. Dr. Nguyen Van Quang thanked the National University of Management for their warm reception. He provided an overview of Hanoi Law University's capabilities in legal training and expressed his hope that the two parties will effectively and practically implement the Cooperation Agreement in legal training and research in the coming time. Proposed activities include exchanging students for English-taught courses, organizing English moot court competitions, and conducting joint research and publications.
To expand cooperation with new partners, the delegation had a working session with the Embassy of Vietnam in Cambodia. Receiving the delegation was Ambassador Nguyen Minh Vu, Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam to Cambodia, along with several Embassy officials. Ambassador Nguyen Minh Vu welcomed the delegation, provided a brief update on the cooperation between Vietnam and Cambodia, and welcomed the partnership in legal training and research between Hanoi Law University and Cambodian training institutions. He noted that this will contribute to enhancing mutual understanding and strengthening the close neighborly ties between the two countries. Assoc. Prof. Dr. Nguyen Van Quang briefly reported on the trip's results and HLU's internationalization goals—particularly its focus on the Southeast Asian region—and expressed his hope that the Embassy would serve as a vital bridge to help promote the University's programs and image to Cambodian partners.

During this business trip, with the approval of the Ministry of Justice of Vietnam, Hanoi Law University signed a Memorandum of Understanding (MOU) with the Royal University of Law and Economics (RULE).
The Royal University of Law and Economics (RULE) is the oldest, largest, and most prestigious public higher education institution in the Kingdom of Cambodia for law, economics, and business administration. Established in 1948 under its original name, the National Institute of Law, Politics, and Economics, RULE went through various historical stages of development before officially adopting its current name in 2003 under Royal patronage.

Receiving the delegation was Prof. Dr. Luy Channa, Rector; Vice Rectors Prof. Dr. Phalthy Hap and Dr. Sophorn Soeun; and representatives of relevant departments. Prof. Dr. Luy Channa expressed his joy in welcoming the delegation and provided an overview of RULE and its cooperation programs with foreign partners. With approximately 10,000 students and a mission to develop high-quality human resources, RULE looks forward to cooperating with HLU in the near future.
Vice Rector Assoc. Prof. Dr. Nguyen Van Quang expressed his gratitude for the enthusiastic and respectful reception from the RULE leadership team during the delegation's time in the Kingdom of Cambodia. He shared his delight that the two major law training institutions of Vietnam and Cambodia had signed a cooperation agreement. After introducing HLU's capabilities, its network of domestic and international partners, and its collaborative training programs, Assoc. Prof. Dr. Nguyen Van Quang thanked the departments and individuals who coordinated to make the MOU signing a success. He expressed his hope that the two universities will soon implement specific, measurable cooperation activities and evaluate their effectiveness.
With the goal of accelerating the internationalization of Hanoi Law University, this business trip has opened up many new opportunities for faculty and student exchanges, as well as for enhancing practical and effective scientific research within the Southeast Asian region in the near future.
