Within the framework of its working program in the Russian Federation, on June 15, 2026, a delegation from Hanoi Law University held a working session with the School of Law of HSE University in Moscow. The meeting was an important activity contributing to the expansion of Hanoi Law University’s international partnership network, while creating further opportunities to promote cooperation in legal education, legal research, and the internationalization of legal education.
The delegation from Hanoi Law University was led by Dr. Hoang Xuan Chau – Vice Rector of the University. The delegation included Assoc. Prof. Dr. Nguyen Thi Lan – Deputy Dean of the Faculty of Civil Law; Dr. Nguyen Thi Thuy – Deputy Dean of the Faculty of Administrative Law and State Law; Mr. Nguyen Son Tung – Head of the Student Affairs Office; and Ms. Hoang Trang Ly – Officer of the International Cooperation Office.
Representing the School of Law, HSE University, the delegation was welcomed by Professor Alexander Larichev – Vice Dean in charge of Research; Ms. Elena Schegolkova – Director of the Center for Continuing Professional Education; and Mr. Vitaliy Sochnov – Director of the International Cooperation Center.
Overview of the working session
During the meeting, the two sides exchanged general information about their respective strengths in education, research, and development strategies.
Hanoi Law University introduced its position as one of Vietnam’s leading institutions in legal education and research, currently pursuing the goal of becoming a national key university specializing in legal training, a research-oriented higher education institution with a strong reputation in the region.
In the context of increasingly extensive international integration, Hanoi Law University identifies international cooperation as one of its key priorities to improve education quality, promote scientific research, strengthen international publications, and expand learning and academic exchange opportunities for lecturers and students.
HSE, officially known as the National Research University Higher School of Economics, was established in 1992 and has rapidly developed into a leading research center in Russian and regional higher education. The university is highly ranked by QS World University Rankings in various fields, including economics and finance, management, social sciences, politics and international relations, law, history, mathematics, computer science, education, languages, psychology, multimedia communications, and design.
The School of Law of HSE University is one of the reputable centers for legal education and research in Russia. It is also a founding member of the Consortium of BRICS Law Schools. The School has strong research capacity with three prestigious academic journals, particularly in the field of international law.
With its interdisciplinary approach, combining law with arts, economics, management, technology, and emerging legal issues in modern society, HSE School of Law shares many similarities with the development orientation of Hanoi Law University in the new period. This provides a favorable foundation for both sides to discuss in-depth cooperation directions that match the needs and capabilities of each institution.

In an open and constructive atmosphere, representatives of the two institutions discussed the possibility of establishing an official cooperation framework in the near future.
The areas of interest included lecturer and student exchanges; organization of specialized lectures, short-term courses, and summer schools; joint organization of international academic conferences; establishment of joint research groups; and promotion of international publications in areas of shared interest such as comparative law, international commercial law, digital transformation law, digital assets, smart contracts, consumer protection in cross-border e-commerce, and legal issues arising in the digital economy.
In particular, both sides also discussed opportunities to expand cooperation at the postgraduate level, including the development of joint training programs, professional development programs, support for lecturers to access international academic environments, and participation in advanced research activities.
These initiatives align with Hanoi Law University’s orientation of standardizing its academic staff, improving research capacity, promoting international scientific publications, and gradually integrating more deeply into legal education networks in the region and worldwide.

Speaking at the meeting, Dr. Hoang Xuan Chau expressed his sincere appreciation for the thoughtful and respectful welcome extended by the School of Law, HSE University to the delegation from Hanoi Law University.
The Vice Rector emphasized that this direct meeting represented a meaningful starting point, opening prospects for establishing long-term and substantive cooperation between the two legal education institutions.
Hanoi Law University hopes that in the coming time, both sides will continue exchanging information, identifying priority areas, and gradually transforming them into practical and effective cooperation programs.

At the conclusion of the meeting, both sides agreed to maintain communication channels and continue discussions on specific cooperation activities in education, scientific research, and academic exchange.
The working session with the School of Law, HSE University contributed to further strengthening Hanoi Law University’s internationalization strategy, while opening new opportunities for legal cooperation between Vietnam and the Russian Federation in the future.
