On June 16, 2026, within the framework of its working program in the Russian Federation, the delegation of Hanoi Law University visited and held a working session with Patrice Lumumba Peoples’ Friendship University of Russia, commonly known as RUDN University. The meeting aimed to further strengthen the traditional cooperative relationship between the two higher education institutions, while discussing the signing of a new cooperation agreement based on the continuation of the agreement signed by both sides in 2016, thereby expanding cooperation activities in legal education, legal scientific research, and exchanges of lecturers and students.
The delegation from Hanoi Law University was led by Dr. Hoang Xuan Chau – Vice Rector of the University. The delegation included Assoc. Prof. Dr. Nguyen Thi Lan – Deputy Dean of the Faculty of Civil Law; Dr. Nguyen Thi Thuy – Deputy Dean of the Faculty of Administrative Law and State Law; Mr. Nguyen Son Tung – Head of the Student Affairs Office; and Ms. Hoang Trang Ly – Officer of the International Cooperation Office.

Welcoming and working with the delegation on behalf of RUDN University were Professor Aslan Abashidze – Dean of the School of Law; Ms. Marina Aksenova – Vice Dean of the School of Law in charge of external relations, admissions, and communications; Assoc. Prof. Alexander Solntsev – Head of the Department of International Law; and Ms. Elizaveta Statsevich – International Relations Officer.

During the program, the delegation visited RUDN University and the School of Law before holding an official discussion with the School’s leadership.
The two sides reviewed the foundation of cooperation established in 2016, when Hanoi Law University and RUDN University signed a Memorandum of Understanding. Based on the cooperation achievements obtained so far, both sides agreed to continue promoting the values, experience, and communication channels developed over the years, considering them an important foundation for signing a new cooperation agreement and creating a favorable legal framework for implementing cooperation activities in the next phase.

RUDN University is recognized as one of the largest multidisciplinary higher education and research centers, holding a special position in Russia’s higher education system.
Established in 1960 in Moscow with the historical mission of training specialists for developing countries in Asia, Africa, and Latin America, the university has built a global reputation over decades. RUDN is known as the most “internationalized” university in Russia.
Currently, the university is home to more than 44,000 students and learners, including approximately 13,000 international students from more than 160 countries worldwide.
The university operates an internationally oriented multidisciplinary training model with numerous institutes and specialized faculties, including the Institute of Medicine, Institute of Biochemical Technology, Faculty of Economics, Faculty of Humanities and Social Sciences, and especially the Law Institute – which has strong strengths in International Law and Comparative Law and consistently achieves high positions in specialized academic rankings.
Regarding quality and rankings, in 2025 RUDN maintained its position among the world’s top universities, ranking 367th globally according to the QS World University Rankings system, and remaining among the top three universities in the Russian Federation.
The university has also pioneered the implementation of bilingual education programs (Russian–English), owns a network of more than 250 international cooperation agreements, and offers dual-degree programs with prestigious universities in Europe and Asia.
Notably, in previous years, RUDN University provided Hanoi Law University students with Master of Law scholarships within the scholarship quota of the Russian Federation. After completing their studies at RUDN, these students returned to Vietnam and continued their professional careers, contributing to the effective promotion of cooperation between the two institutions.
This serves as important evidence of the potential for substantive and long-term cooperation between Hanoi Law University and RUDN University.
During the meeting, Hanoi Law University shared its development orientation for the new period, particularly its goal of becoming a leading national institution in legal education and research with a strong reputation in the region.
In the context of Vietnam’s efforts to strengthen the rule-of-law state, reform legislation and judicial systems, and enhance international integration, expanding cooperation with reputable Russian legal education institutions, including RUDN University, holds practical significance in improving training quality, research capacity, and the development of Hanoi Law University’s academic staff.

The two sides discussed several key areas of cooperation for the coming period.
Hanoi Law University expressed its desire that the signing of a new cooperation agreement would directly continue and further develop the agreement signed in 2016, while creating an updated legal foundation for implementing specific activities in line with each institution’s development orientation.
On that basis, both sides may promote lecturer and student exchanges; jointly organize summer courses and short-term programs for law students; and conduct specialized lectures and professional seminars with participation from academics of both institutions.
In the field of scientific research, the two sides discussed the possibility of establishing joint research groups, co-organizing conferences and academic seminars in both face-to-face and online formats on topics of shared interest, such as international law, comparative law, digital transformation in justice, protection of vulnerable groups, climate change, and sustainable development.
Both sides also expressed interest in promoting joint publications, sharing academic materials and research resources, and expanding opportunities to participate in international academic forums.
At the postgraduate level, Hanoi Law University proposed that the two sides continue discussing the possibility of developing joint Master’s programs, dual-degree programs, or other suitable advanced training formats.
Increasing scholarship support for young lecturers and staff of Hanoi Law University to study at RUDN University was also highlighted as an area of particular interest.

Speaking at the meeting, Dr. Hoang Xuan Chau expressed sincere appreciation for the warm and thoughtful welcome from the leadership of RUDN School of Law to the delegation.
The Vice President affirmed that Hanoi Law University highly values RUDN’s reputation, tradition of internationalization, and strengths in multidisciplinary education. He also expressed confidence that signing a new cooperation agreement based on the continuation of the 2016 agreement would create important momentum for the relationship between the two universities to continue developing in a substantive and effective manner.

The working session concluded in a friendly, open, and constructive atmosphere. Both sides agreed to continue maintaining exchanges and studying specific cooperation areas to implement the new cooperation agreement, contributing to deeper, more effective, and sustainable legal education cooperation between Vietnam and the Russian Federation.
