HANOI LAW UNIVERSITY WORKS WITH THE RUSSIAN PRESIDENTIAL ACADEMY OF NATIONAL ECONOMY AND PUBLIC ADMINISTRATION: STRENGTHENING COOPERATION IN LEGAL EDUCATION, PUBLIC ADMINISTRATION, AND POLICY RESEARCH
On the afternoon of June 16, 2026, within the framework of its working program in the Russian Federation, a delegation from Hanoi Law University held a working session with the Russian Presidential Academy of National Economy and Public Administration (RANEPA) in Moscow. This activity continued the cooperative relationship established between the two institutions since 2016, while opening new prospects for cooperation in education, scientific research, professional training, and academic exchange in the fields of law, public administration, and state governance.

The delegation from Hanoi Law University was led by Dr. Hoang Xuan Chau – Vice Recto of the University. The delegation included Assoc. Prof. Dr. Nguyen Thi Lan – Deputy Dean of the Faculty of Civil Law; Dr. Nguyen Thi Thuy – Deputy Dean of the Faculty of Administrative Law and State Law; Mr. Nguyen Son Tung – Head of the Student Affairs Office; and Ms. Hoang Trang Ly – Officer of the International Cooperation Office.
Welcoming and working with the delegation were Mr. Andrey Margolin – Vice Rector of RANEPA; Mr. Valeri Smirnov – Vice Rector of the Institute of Law and National Security; Ms. Maria Poleshchuk – Senior Specialist of the International Cooperation Office; and Mr. Timofey Dorovskikh – interpreter.

During the meeting, both sides discussed the cooperation process between Hanoi Law University and RANEPA over recent years.
In October 2016, Hanoi Law University signed a Memorandum of Understanding with RANEPA during the visit and working trip of the University’s officials and lecturers to the Russian Federation.
In 2016 and 2017, RANEPA provided scholarships for students from Hanoi Law University to participate in summer courses in Kazan, Russia. This activity left many positive impressions on Hanoi Law University students, giving them opportunities to access an international academic environment and learn about Russia’s legal practices, culture, and social life.

In recent years, the two sides have actively exchanged ideas and proposed cooperation activities, starting with highly feasible initiatives and gradually moving toward broader and deeper cooperation programs.
Areas of interest include student exchanges, welcoming students to participate in short-term courses or exchange semesters; lecturer exchanges; organization of academic conferences; publication of research works in each institution’s journals; and exploring the possibility of cooperation in developing English-taught Master’s programs, initially focusing on international law.

At the meeting, Hanoi Law University shared its development orientation in the context of Vietnam’s efforts to strengthen the rule-of-law state, reform legislation, and improve the judicial system.
The University currently identifies its key missions as continuously improving education quality, promoting scientific research, developing academic staff, and expanding cooperation with reputable education and research institutions worldwide.
With RANEPA’s strengths in public administration, state governance, economics, law, and national security, both sides have significant potential to develop cooperation activities that meet the practical needs of each institution.
Based on this foundation, Hanoi Law University proposed that the two sides study the extension of the cooperation agreement and continue promoting lecturer and student exchange programs; jointly organize short-term courses and cultural experience programs combined with legal knowledge lasting from one to two weeks; develop joint training programs, particularly at the postgraduate level; and strengthen cooperation in scientific research through conferences and academic seminars on topics such as administrative law, public law, state governance, international law, digital transformation in the public sector, and legal issues arising from the modernization of public administration.
In particular, RANEPA proposed that both sides conduct in-depth research on legal issues related to trade and investment between Russia and ASEAN, as well as within the Eurasian Economic Union.
One of the areas of particular interest for Hanoi Law University is connecting the academic journals and research forums of both institutions to support lecturers and researchers in exchanging articles and publishing comparative legal studies between Vietnam and the Russian Federation.
In addition, Hanoi Law University hopes that RANEPA will continue supporting scholarships, short-term training programs, and postgraduate study opportunities for young lecturers and staff of the University.
As a leading institution in public administration and public policy education in Russia, RANEPA shares many similarities with Hanoi Law University’s development orientation in training high-quality legal human resources to serve state institutions, legal reform, and national governance.
Both sides agreed that cooperation between Hanoi Law University and RANEPA should continue focusing on specific, practical, and measurable outcomes, thereby making meaningful contributions to educational cooperation between Vietnam and the Russian Federation.

Speaking at the meeting, Dr. Hoang Xuan Chau expressed sincere appreciation for the warm and thoughtful welcome from RANEPA’s leadership and colleagues.
The Vice Rector emphasized that Hanoi Law University highly values its cooperation relationship with RANEPA and hopes that both sides will continue maintaining regular exchanges, selecting suitable areas for implementation in the coming period.
He also proposed organizing an in-depth seminar in the fourth quarter on the legal framework for smart cities – with a focus on the experience of Moscow – featuring leading experts from RANEPA.

The meeting contributed to strengthening the foundation of cooperation between the two institutions while opening new opportunities in education, research, and training of high-quality human resources in law and public administration.
This was one of the meaningful activities during Hanoi Law University’s working trip to the Russian Federation, contributing to the goal of internationalizing legal education and enhancing the University’s position within the network of legal education institutions in the region and worldwide.
