| Read the article |On June 22, 2026, as part of its working visit to the Republic of Kazakhstan, a delegation from Hanoi Law University (HLU) held a working session with the L.N. Gumilyov Eurasian National University (ENU) in the capital city of Astana. This meeting holds significant importance in further promoting cooperative relations between the two higher education institutions, particularly in training, scientific research, student and faculty exchanges, and expanding HLU's international cooperation network in the Central Asian region.

Overview of the working session
The Hanoi Law University delegation was led by Dr. Hoang Xuan Chau, Vice Rector of the University. The delegation also included Assoc. Prof. Dr. Nguyen Thi Lan, Deputy Head of the Faculty of Civil Law; Dr. Nguyen Thi Thuy, Deputy Head of the Faculty of State Administrative Law; Mr. Nguyen Son Tung (M.A.), Head of the Student Affairs Department; and Ms. Hoang Trang Ly (M.A.), Officer of the International Cooperation Department. Representing the L.N. Gumilyov Eurasian National University were Mr. Taltenov Abzal, Vice Rector; Ms. Karmelyuk Anastassiya, Head of the International Cooperation Department; Mr. Yerlan Daurembekov, Acting Dean of the Faculty of Law; Ms. Roza Akshalova, Head of the Department of International Law; and Mr. Bekmyrza Karazhan, Senior Lecturer of the Department of International Law. During the working session, Hanoi Law University expressed its sincere gratitude for the warm and thoughtful reception from the leadership and colleagues at the L.N. Gumilyov Eurasian National University. The delegation expressed great pleasure in visiting and working with one of Kazakhstan's leading prestigious higher education institutions, which plays an essential role in training high-quality human resources, conducting scientific research, and promoting international cooperation in the Eurasian region.

Both sides reviewed the initial milestones of cooperation between Hanoi Law University and the L.N. Gumilyov Eurasian National University. In 2023, an HLU delegation visited and worked at ENU to learn about its training models, exchange higher education management experiences, and discuss bilateral cooperation opportunities. This visit marked a significant milestone in establishing and promoting relations between the two sides, contributing to expanding HLU's international partner network in Central Asia.

Following the 2023 visit, both universities have actively and proactively implemented cooperative activities tailored to each side's needs and capabilities, most notably student exchange programs. To date, 17 HLU students have participated in exchange programs at ENU. This serves as one of the initial substantive and effective cooperative outcomes between the two institutions, providing opportunities for HLU students to access an international learning environment, improve foreign language proficiency and integration skills, while broadening their understanding of Kazakhstan's legal system, culture, and society.

At the meeting, Hanoi Law University shared its development orientation for the new era. In the context of Vietnam accelerating the building of a rule-of-law state, perfecting its legal system, reforming the judiciary, and enhancing international integration, HLU identifies its core tasks as improving training quality, advancing scientific research, developing faculty capacity, and strengthening cooperation with prestigious global training and research institutions. Aiming to become the nation's leading legal training and research institution with regional prestige, HLU places special emphasis on expanding cooperative relations with partners in Kazakhstan, including ENU. In this spirit, both sides discussed future cooperative orientations. Hanoi Law University expressed its desire to work toward signing a Memorandum of Understanding (MoU) to establish an important legal framework for promoting structured, long-term, and substantive cooperation. On this foundation, both sides can expand student and faculty exchanges, organize summer schools, internship programs, short-term residential fellowships, and academic experiential activities at both universities. In the field of scientific research, both sides discussed the possibility of co-organizing scientific conferences and seminars, either in person or in a hybrid format, on topics of mutual interest such as comparative law, international law, international trade law, digital transformation law, public governance, human rights protection, sustainable development, and legal issues arising from Eurasian regional integration. Both sides are also keen on promoting research collaboration, co-publishing academic articles, sharing research resources and learning materials, and connecting the scientific journals of both institutions. Another key proposal made by Hanoi Law University is to explore the possibility of developing legal training programs with international elements, joint training programs, or dual-degree programs in appropriate fields. This is a meaningful direction of cooperation to enhance the quality of legal human resources, expand international learning opportunities for students, and help strengthen HLU's academic presence within regional legal training networks.

Speaking at the session, Dr. Hoang Xuan Chau highly appreciated the respectful and cordial welcome extended by the leadership and colleagues of ENU to the delegation. The Vice Rector emphasized that the initial cooperative results, especially the student exchange programs, serve as an important foundation for both universities to continue developing substantive, effective, and sustainable cooperation activities in the future. At the conclusion of the working session, both sides agreed to maintain regular communication and study specific cooperative areas for gradual implementation. The meeting with L.N. Gumilyov Eurasian National University has contributed to strengthening the partnership between the two institutions while opening up new prospects for legal training, scientific research, and academic exchange between Vietnam and Kazakhstan.
