| Read the article |On the afternoon of June 22, 2026, as part of its working visit to the Republic of Kazakhstan, a delegation from Hanoi Law University (HLU) held a working session with Maqsut Narikbayev University (MNU) in the capital city of Astana. This marks the first time Hanoi Law University has visited and worked with Maqsut Narikbayev University, opening up prospects for establishing new cooperative relations in legal training, legal scientific research, faculty and student exchanges, and the internationalization of higher education.
The Hanoi Law University delegation was led by Dr. Hoang Xuan Chau, Rector of the University. The delegation also included Assoc. Prof. Dr. Nguyen Thi Lan, Deputy Head of the Faculty of Civil Law; Dr. Nguyen Thi Thuy, Deputy Head of the Faculty of State Administrative Law; Mr. Nguyen Son Tung (M.A.), Head of the Student Affairs Department; and Ms. Hoang Trang Ly (M.A.), Officer of the International Cooperation Department.

Welcoming and working with the delegation were Prof. Anar Ibrayeva, President of Maqsut Narikbayev University; Ms. Shynar Zakiyeva, Vice Chairman of the Board for International Cooperation; Mr. Sergey Pen, Vice Chairman of the Board for Research, Innovation, and Artificial Intelligence; Ms. Olga Bektibayeva, Dean of the Law School; and Ms. Unzeilya Tyazhina, Head of the International Cooperation Department.
During the working session, Hanoi Law University expressed its sincere gratitude for the warm and thoughtful reception extended by the leadership of Maqsut Narikbayev University. The delegation expressed great pleasure in visiting and working with one of Kazakhstan's prestigious higher education institutions, particularly in legal training and applied social sciences. With its strengths in legal education, a dynamic academic environment, and a strong orientation toward internationalization, Maqsut Narikbayev University is highly regarded as a potential partner for Hanoi Law University in the new era.

At the meeting, Hanoi Law University presented a brief overview of its history, status, training programs, and development orientation. Founded in 1979, Hanoi Law University is one of the leading legal training and research institutions in Vietnam, playing a vital role in training high-quality legal human resources to serve the building of a rule-of-law state, judicial reform, and international integration. The University currently offers undergraduate, master's, and doctoral programs in law and related fields, while actively promoting scientific research, international cooperation, and developing modern, integration-oriented training programs.
In its development strategy towards 2030, Hanoi Law University aims to become a research-oriented higher education institution, a national key university for legal training with regional prestige, a leading reputable center for legal scientific research, and a center for the dissemination of legal thought. To achieve these goals, the University identifies international cooperation as one of its core tasks, focusing on expanding relations with prestigious training and scientific research institutions regionally and globally. This aims to enhance training quality, promote scientific research, and create more international learning opportunities for faculty members and students.
On this basis, Hanoi Law University expressed its desire for both sides to explore the signing of a Memorandum of Understanding (MoU) to establish a legal framework for implementing specific cooperative activities in the near future. This will serve as an important foundation for both universities to build a long-term, substantive partnership tailored to each side's needs and strengths.

The cooperative contents discussed by both sides focused on training and academic exchange, including the implementation of faculty and student exchange programs; co-organizing summer schools and short-term courses for law students; and hosting thematic talks and professional seminars with the participation of lecturers from both sides. These activities will not only help students access an international academic environment but also enable faculty members from both universities to share teaching experiences, research methodologies, and the legal realities of each nation.
In the field of scientific research, both sides discussed the possibility of developing joint research projects aimed at international publication, and co-organizing academic conferences and seminars, either in person or in a hybrid format. These would cover topics of mutual interest such as international law, human rights, digital transformation in justice, artificial intelligence law, protection of vulnerable groups, climate change and law, international trade, and regional integration. Both sides are also interested in sharing learning resources, research databases, and specialized materials for legal training and research. At the postgraduate level, Hanoi Law University proposed that both sides continue discussing the possibility of developing joint master's and doctoral training programs or dual-degree programs in law.
Speaking at the session, Dr. Hoang Xuan Chau highly appreciated the leadership of Maqsut Narikbayev University for taking the time to welcome and engage in open discussions with the HLU delegation. The Rector emphasized that with the commitment of both leaderships and similarities in legal training orientations, the cooperative relationship between Hanoi Law University and Maqsut Narikbayev University holds great potential for future development.
The working session concluded in a cordial, cooperative, and constructive atmosphere. Both sides agreed to maintain regular communication and study specific cooperative areas, heading toward establishing an official cooperation framework in the near future. The working session with Maqsut Narikbayev University has contributed to expanding Hanoi Law University's international cooperation network in Kazakhstan, while reaffirming the University's continuous efforts to internationalize legal education and enhance training and scientific research quality amidst global integration.
