| Read the article |On the morning of July 7, 2026, Hanoi Law University hosted a courtesy meeting, engaged in professional exchange, and officially signed a Memorandum of Understanding (MOU) with the Korea CPTED Association (The International Crime Prevention through Environmental Design - KCA), South Korea. The event marks an important step forward in promoting the internationalization of higher education and developing the University's academic exchange activities.
Overview of the ceremony
The South Korean delegation consisted of 12 leading professors and practicing experts in the fields of Criminology and Architecture, representing prestigious institutions such as Korea University, the Korean National Police University, Kyonggi University, and the Korean National Police Agency. The delegation was led by Prof. Dr. KeeYong Sung, President of KCA.
On behalf of Hanoi Law University, the signing ceremony was attended by Assoc. Prof. Dr. Nguyen Van Quang, along with Dr. Hoang Xuan Chau, Vice Rector of the University and leaders of the Faculty of Criminal Law, the International Cooperation Office, the Postgraduate Training Office, the Undergraduate Training Office, and lecturers from the Faculty of Criminal Law.

The Memorandum of Understanding was established for a period of 05 years, built on the basis of mutual respect, understanding, and shared benefits. Accordingly, Hanoi Law University and KCA have committed to promoting cooperation across various strategic aspects:
Key areas of cooperation: Both parties will focus on professional and academic fields; law training and teaching; scientific research; as well as the exchange of lecturers and students.
Specific implementation activities:
Regular exchange of academic materials, curricula, publications, and related documents.
Coordination in organizing international conferences and seminars on research and training.
Provision of short-term training courses and development of joint projects.
Notably, KCA will support members of Hanoi Law University in publishing academic articles in specialized international journals.

KCA is a highly respected professional organization that brings together researchers, architects, security experts, and urban planners to promote the application of CPTED – an urban planning and design approach aimed at reducing crime by influencing the physical environment. Therefore, rather than merely stopping at technical or spatial elements, the primary focus of the KCA expert delegation during this working trip was to gain a comprehensive understanding of the Vietnamese legal system. One of the core collaborative contents agreed upon in the MOU is enhancing information exchange regarding the legal requirements for CPTED.

The South Korean experts are particularly interested in how the Vietnamese legal system regulates, manages, and creates a legal framework for these issues. This interest serves as a pivotal foundation for both sides to jointly research appropriate legislative strategies and law dissemination. This is also a prime opportunity for Hanoi Law University to leverage its strengths as a key institution for legal training and research, providing accurate legal perspectives to support the practical application of spatial security standards in Vietnam in the near future.
