| Read the article |On September 8, 2026, Hanoi Law University (HLU) hosted a meeting with Mr. Hars Andras, a lecturer from the Ludovika University of Public Service (Hungary), who is visiting HLU for study and research under an intergovernmental agreement. The meeting marked a further step in strengthening academic cooperation between HLU and leading higher education institutions in Hungary.
Representing Hanoi Law University at the meeting were Assoc. Prof. Dr. Nguyen Van Quang, Vice Rector of Hanoi Law University; Assoc. Prof. Dr. Phan Thi Lan Huong, Head of the International Cooperation Office; and Assoc. Prof. Dr. Vu Thi Hai Yen, Deputy Head of the Faculty of Civil Law. Representing the international guest was Mr. Hars Andras, currently a lecturer specializing in International Law at the Ludovika University of Public Service.
Established in 2012 and located in Budapest, the Ludovika University of Public Service is one of Hungary’s leading public universities specializing in public administration, international relations, security, and national defense. The university is renowned for its mission of training highly qualified human resources for the public sector, international organizations, and law enforcement agencies. It offers a modern learning environment and a diverse range of English-taught programs, and is also a regular partner in the Stipendium Hungaricum scholarship program of the Hungarian Government.

As part of his visit, Mr. Hars Andras will spend one month studying and conducting research at Hanoi Law University, from September 1 to September 30, 2026.
At the meeting, representatives of Hanoi Law University expressed their pleasure and honor in welcoming a lecturer from Ludovika University of Public Service to HLU for academic research and professional exchange. The two sides exchanged views and shared research interests in the field of International Law, while also discussing potential opportunities for future cooperation between the two institutions.
The meeting took place in an open, formal, and friendly atmosphere, further affirming Hanoi Law University’s growing reputation and position in the international legal education community and opening up new opportunities for global academic and student exchanges.
