On the morning of September 9, 2026, in Hanoi, Hanoi Law University (HLU), in collaboration with the Korea Legislation Research Institute (KLRI), successfully hosted the international conference entitled “AI and Digital Governance in Korea and Vietnam” (K-Law Forum 2026). The event served as a key academic forum for sharing legislative and policy experiences and discussing governance solutions for artificial intelligence (AI) in the context of global digital transformation.

An overview of the conference

The conference was honored to welcome leading policymakers, experts, and scholars from legislative bodies, research institutes, and higher education institutions of both countries.

In his opening remarks, Assoc. Prof. Dr. Nguyen Van Quang, Vice Rector of Hanoi Law University, emphasized that the rapid development of artificial intelligence and digital technologies is posing numerous new challenges to the legal systems of countries, particularly in relation to personal data, cybersecurity, digital platform governance, and the protection of human rights.

Korea is currently one of the leading countries in developing and implementing advanced technology legislation, including the Framework Act on Artificial Intelligence, while Vietnam is facing both significant opportunities and urgent demands to develop and完善 its legal framework in response to the rapid growth of the digital economy. Against this backdrop, K-Law Forum 2026 serves as a practical bridge for experts from the two countries to share practical experiences, analyze similarities and differences, and develop valuable policy recommendations for Vietnam.

The conference featured lively and in-depth sessions focusing on a number of pressing contemporary issues:

1. Personal Data Governance and Responsible AI: Examining legal requirements and challenges in managing large-scale datasets used for AI model training in Korea and Vietnam.
2. Legal Frameworks for Physical AI and Autonomous Weapon Systems: Exploring the development of autonomous robots, self-driving vehicles, drones, and the legal and ethical implications they pose for the international legal order and international humanitarian law.
3. Digital Platform Regulation and the Protection of Small Businesses: Sharing experiences in addressing market disputes, preventing anti-competitive practices, and protecting consumer rights in the digital environment.
4. Digital Transformation of the Judiciary and the E-Court Model: Sharing experiences in operating judicial information systems and AI-assisted adjudication systems in Korea, as well as lessons for Vietnam’s ongoing judicial reform process.
